I wonder

This image showed up in my state of Minnesota on a billboard somewhere outside the Twin Cities. It made the news and was reported all over. I frankly think it's hilarious. No, I don't miss him. But I wonder if it is copyright infringement for these people to take the same image and same slogan and put it up on bumper stickers and stuff? Probably not, the picture is public domain, and words are words, but what about intellectual copyrights? i don't really care, just wondering. Anyways, the image is rampant in zazzle, used by many many many many many many people.
